This qualification reflects the role of building surveyors or certifiers who apply knowledge of compliance requirements, construction methods and materials to the implementation of statutory building surveying requirements, or to the provision of advisory building surveying services.
The scope of work undertaken by building surveyors may vary across jurisdictions and can include:
providing code-consulting advice to clients on the compliance requirements for proposed building developments
processing planning and building applications
conducting mandatory construction inspections
auditing buildings and following up on areas of non-compliance
issuing certificates of occupancy
Building surveyors require an understanding of relevant compliance requirements, as well as traditional, new and emerging construction methods and materials. They make a significant contribution to the development and construction of the built environment. Often working in collaboration with specialist consultants to assess and verify that proposed and actual building works are compliant ensuring the safety of building occupants.
Building surveyors work in a highly regulated environment and must carry out their role ethically and according to legislative and regulatory requirements as stated on the Building Commission WA website.
There are no entry requirements for this qualification.
To enable you to be successful in this high level Advanced Diploma qualification it is preferred that students have some skills and knowledge in this field. 3 months minimum industry experience shown in a brief Resume or a letter from your manager is required. Alternatively work experience in the Public and Private sectors will be required for this qualification to meet the work place environment requirements.
16 to 17 months, plus workplace observation validation/interviews.
Payment as you go; Seven parts will cover the 17 UOC Subjects
Flexible and Autonomous, self-paced and instructed (face to face) in grouped (parts) units. You will be required to present a subject folio.
You are required to complete an assignment, undertake simulated workplace activities and complete a formal assessment.
You must be able to analyse, review and produce commercially acceptable documentation. (Each subject folio (Assignment) varies between 20 to 30 hours to complete in your time and may be project based).
Invoices will need to be paid before assignments are released by direct email to the student. You must have intermediate level computer skills and an A4 and or A3 printer for this course.
You are able to do an “upfront test” to prove your skills or knowledge. Costs are charged per subject and start from $350 per unit.
CPCSS00004 Skills Set ; Building surveying practitioner technician Western Australia
Course Description - Provide building surveying services for residential buildings up to three storeys
This skill set covers the competencies required by building surveyors or certifiers who apply knowledge of compliance requirements and construction methods and materials to the implementation of statutory building surveying requirements or to the provision of advisory building surveying services.
It applies to services provided for Class 1 and 10 buildings and structures as defined in the Building Code of Australia (BCA), up to three storeys and not more than 2000 square metres in floor area. The Building Commission WA as the regulating authority state otherwise in the applicants requirements and limit the technician to 500sqm floor area up to two storeys only.
The completion of this skill set provides a pathway to the Advanced Diploma of Building Surveying CPC60115 and a range of other CPC qualifications.

The Building Services (Registration) Regulations 2011 (the Regulations) provide for the registration of building service providers, including building surveyors. The Regulations currently (Dec 2016) provide for three levels of registration for building surveying practitioners: level 1, level 2 and technicians. Regulation 28D(3) of the Regulations prescribes the qualifications and experience for registration as a building surveying practitioner technician.
There are three levels of building surveying practitioner: level 1, level 2 and technician, and two levels of building surveying contractor: level 1 and level 2.
There is no legislative required to be registered with the AIBS when working as a registered building surveyor or practitioner within Western Australia
Registration as a building surveying practitioner technician does not authorise a person to provide services as a building surveying contractor.
A building surveying practitioner technician is authorised to certify a building or incidental structure:
• with a floor area not exceeding 500m2; and
• not higher that two storeys.Student Target Group
This skill set is for people currently working as, or intending to work as, private or municipal building surveyors specifically on Class 1 and Class 10 buildings as defined in the BCA. BTWA highly recommend future students should develop knowledge of residential construction and building methods prior to enrolling. Building surveyors' registration overview
People wishing to work as a building surveyor, whether for local government or privately, will need to apply for registration as a building surveying practitioner and/or contractor and be registered under the Building Services (Registration) Act 2011 and any regulations amendment.
Under the Act existing accredited building surveyors are taken to be registered in one of the following three classes of building surveying practitioner:
- Building surveying practitioner level 1 – no limit to type of work that may be carried out.
- Building surveying practitioner level 2 – limited to certifying compliance of buildings with a maximum floor area of 2,000m2 and not more than three storeys.
- Building surveying practitioner technician – limited to certifying compliance of buildings with a maximum floor area of 500m2 and not more than two storeys.
It is important to note that registration as a building surveying practitioner does not allow you to contract directly with clients to perform building surveying services.
